Transitioning to the Supported Accommodation (16+) Regulations 2023

The introduction of mandatory regulation for Supported Accommodation (16+) providers has created a clear operational boundary. Semi-independent settings cannot simply copy documents from traditional Children’s Homes; Ofsted’s 16+ inspection framework explicitly looks for a culture of independence, voice, and progression, rather than restriction and control.

Designing Independence-Focused Documentation

To achieve compliance, documentation must shift from a model of intensive supervision to a model of progressive independence. The required tracking files must actively demonstrate to commissioners and inspectors how young people are building real-world skills. Essential documents include:

  • Progressive Independence Frameworks: Specialized 16+ Support Plans, Independence Skills Assessments, and Move-On Transition Readiness logs.
  • Community-Focused Safety Files: Young Person’s Risk Assessments (16+ Format), Local Area Risk Assessment Frameworks, and Community Safety Pathways.

Integrating the Young Person’s Voice and Staff Boundaries

Co-production mechanisms must be embedded straight into the templates, creating a clear, auditable trail of the young person’s choice, participation, and expression. Furthermore, staff boundaries and professional practice in 16+ settings require specialized tracking, including Support Worker Caseload Trackers, Keywork Session Records, and distinct Missing-From-Home protocols.
